There is a definite need for your policy, but how will giving the brochure change the parent's mind? Most are very set and will convince the doctor to give the antibiotic even after the doctor has given a lot of important information on why the antibiotics won't work. I would maybe add another suggestion on a way to not let the parents overrule the doctor.
Also in the background information you say that unneeded antibiotics increase the chance of asthma in children, maybe explain why this is because I have never heard that before and it.
